I start to believe this issue could be related to Windows Region settings.
If you do not have en-US, try to change to EN-US for further testing.

What is the version of FStarter? Have to tried to run FStarter as administrator? This is the database it uses: dbfile = "URI=file:"+ appdata_roaming_folder + "\\ABarthel\\little_navmap_db\\little_navmap_msfs.sqlite;"; This is what I see at EDDH and you should also see Screenshot ...

PMDG has no specific SDK outputs for the wet compass.
You will need to use FSUIPC and its 02CC offset and make some script lines that you add to the default script .
You should be able to find some example of configuration and script code in the stepper documentation from Opencockpits.

Check with the USBServosPlus.exe in SIOC folder to see if limits have been changed.

I doubt that the servo limits and range changes by itself and certainly not by Oi4FS.
